it's gotta be below 20F before I start considering balaclavas, heavier gloves or liners, heavier socks or liners, etc.
+1. 25-30F is warmer than you think, when you're pedaling. I'd just add that, if your shifter setup allows you to use them, mittens are way better than gloves. For serious cold (below 15F, for me), when I used to live in a colder climate, I used gore-tex shell mittens with wool liner mittens.
