I was expecting someone to say "yes". Instead I get reasonable, if slightly conflicting, answers... The wheelbuilding article on ShedonBrown describes the trailing spokes as going on the inside surface of the flanges as if that was a standard practice, like making the hub label face the valve hole. Of course it makes no difference for the front wheel. (I wonder if it matters on the rear, given that the trailing spokes are more heavily loaded while the rider is accelerating.) What I'm hearing from this immediate response of two is that it may or may not matter to some.
