I think what you're seeing is that some rims have a little taller shoulder than others, and it doesn't take big mistake to be hard to fit the tire. Combined with a tire that is made a little tight or has some extra rubber flashing, and you have your situation. Basically, any 622 (aka 700c) tire should fit on any 622 rim. That's why they're supposed to follow a standard.
