I have a jacket from Performance that is pretty nice. I cant remember the model but I think its like the "Century" or something like that. Anyways, its a good jacket for the price (~$60, definitely not a cheapo). Very lightweight and it packs easily into a rear jersey pocket. I would rate it 4.5/5 in the wind. I've used it everyday as my outer layer for the past three winters, with only a thermal baselayer and jersey underneath (vest over the top for 15 and colder). However, I would only give it a 1/5 for water resistance. In a downpour it stops "resisting" after 5 minutes, but is good in a light drizzle. Hella breathable too.
