Absolutely. If you were to remove the paint, you would find most of those globs around the lug are brass - and a lot of it. It compensates quite well for the knackered-up lug.

It's a long SR that I pulled out of a ladies' Schwinn Sprint. The quill extends for at least 2.5" farther into the steerer. The idea was to create the ride quality of a riser flat bar without a riser.
