The bags are mainly to protect fragile tubular racing tires, expecially track tires that lack any sidewall protection. My wheel bags are heavily padded and reinforced at the axles. Also, they protect lightweight cf wheels with low spoke counts. Usually, the bags are used when travelling and transporting a bike to races.
