Another possible reason why Shimano decided to stop offering lower-priced 28 hole hubs is that lower-priced 28 hole rims are not easy to come by. Again, DT Swiss is one exception here, but most other manufacturers only offer 28 hole rims in their upper models, so it (sort of) makes sense for Shimano to only offer that drilling in their upper-end hubs.
