Recommendations for strong and affordable wheels?

Hi all,
This is my first time posting in the touring forum (I usually hang out in C&V) so please be gentle! I've done some searching, but haven't found exactly what I'm looking for yet.

I just picked up a 1990 Cannondale ST400 frameset, and I'm really excited about it. It also came with a 9-speed LX rear derailleur and an XT triple up front. I'm looking for a compatible 700c wheelset with 130mm OLD in the rear. I plan on doing some loaded touring, starting with local bike camping trips on weekends, and building my way up to longer adventures up and down the east coast. I don't plan on traveling overseas.

Can anyone recommend affordable wheelsets that would fit this bill? By the way, I weigh 155lbs.

Right now I'm looking at these, not sure they'll hold the weight though. I'm also considering these, but I'm not familiar with the brands.
