Yeah, part of the point is to have a list of reputable lawyers/contacts in the respective states that he can direct you to if you need legal counsel in a state he is not practicing in so you don't end up with a bad or non-bike friendly lawyer.
I did go to college with Josh(creator of the cards), from that and his other activities hes doing in the biking community/He also bike commutes feel full well endorsing him. I've been carrying the MA cards in my pannier for a month or two and am looking forward to get some CA cards.
