Being "that guy" means trying to scam someone. You got hit and deserve to be compensated fairly. Yes, his insurance should pay for all medical bills and replacement parts.
Happened to me a while back. Similar sounding damage & minor injuries. I did not sue to try and get rich off the jerk, but I did get everything paid for.
