I think it's improving of late. The city has a program in place to try and achieve the "bicycle friendly city" rating from the LAB. Same one that Austin has. I see a lot of downtown bike lanes that didn't used to be there, improvements on the Trinity trails, and a new bike/pedestrian bridge being built across the river to downtown. Oh, and the mayor rides a bike. She's fast, too.
