Take a few turns in the darkness with a headlight mounted to the frame, and you will quickly understand why.
I actually preferred having my super-thrower light mounted to the head tube, so its aim remained straight down the road despite minor steering movements. It's not necessarily bad if it suits the purpose at hand. You don't see many cars with lights that steer with the front wheels
