It works well, however, I'd go with something mounted through the brake bolt if you were going to leave it on permanently.
You don't have problems with it swinging? I have a custom made rack like the one in the pic below except mine's black since I wanted it to be nearly invisible. Although not the cheapest option, it's good looking, very strong, and weighs only 10 1/2 oz with bolts.
