The other issue I see with that buffer is that motorists will totally ignore all attempts by cyclist to signal their intent to merge out of the lane across that double line - it gives the appearance that cyclists should never leave the lane. That results in very frustrating left turns, such as gettting to that LTOL in the picture.
Looking at the photo on page 1, I think it's reasonable to say that you can perform a left turn in the sane manner - that is, "pedestrian style".
