What? "Pedestrian style", with quotation marks and all... what is it you don't undrstand here? I, and others, have already told you what that means: in the photo, to access the side street, you stop your bike, check for traffic, and cross.
And what makes you think that the traffic is always that calm? My wild guess is that the bike lane was made on that road, because it often carries heavy traffic.
