So you want a personal race track? If you were to drop those aspirations to 15-20mph, and probably a 14mph average, (and you're willing to dodge cars, as you're probably doing right now) you'd probably not have a problem in (most of) central Amsterdam. You'd probably end up with your front wheel in a tram rail at some point, and crash spectacularly though. What that means for Honolulu, I don't know.

Oh, btw: Having read some of the links you posted earlier there is nothing there to suggest that increased biking update will result in a 'zero sum at best' when it comes to pollution. Just that idling cars cause more emissions. If you consider that data backing up your claim, you need to have your head examined.
