Also, I can't tell if you're (@ the OP) looking at the 4 mm after torqueing the bolt and then removing it, or before installing the bolt. The need for the gap at the end is to prevent the bolt from ever bottoming on the spindle end. That can lead to crank arm failure. You really shouldn't even judge the length of the spindle in the crank until it has been torqued and then the bolt removed. The clearance without the small and elastic deformation created by bolt torque is essentially meaningless and hence (irrelevant.
