Able? Sure. Worth it? Probably not.

You'll need to find a "magic gear" to make sure the chain tension will be adequate since you won't be able to move the hub in the dropouts. You could also get an eccentric hub or bottom bracket to help with this.

For that price though, I'd get a fixed-gear specific frame if that's it's intended purpose.
