Measuring spokes isn't that complicated. No special tools or purchases are needed. In this case the OP isn't actually measuring anyway, but only trying to separate spokes into two groups by length.

Anyone who can't sort this out for themselves without buying anything shouldn't be building wheels or working on bikes at all, and for that matter maybe shouldn't be allowed more than 100 yards from home unescorted.

I'm sure the OP can do this job without help, and only posted because he found them all to be the same, and was therefore looking for a difference that didn't exist.
