That looks like a Smarthead - one that is supposed to work with both Shrader and Presta valves without any changes to the head. The way it works is that the washer/gasket is mounted with the larger diameter hole facing outward. The depressor pin is spring loaded. A Shrader valve will fit only up to the smaller diameter hole. The depressor pin will open the valve at that height. A Presta valve is supposed to be pushed much further in so that the smaller diameter hole wraps around the valve body and seals it.

To the OP. If the problem is in the pump, as indicated by the pump working on Shrader valves and other pumps being able to pump up the tubes, then there may indeed be a "burping" problem. However, it's the depressor pin in the pump head and not the Presta tube's check valve. Use a thin Allen key to see if you can push the pump head depressor pin all the way back. If you cannot, then the washer/gasket will seal on the Presta Valve check valve and prevent it from opening.
