I would probably not pay more than $50 for that as-is. If you want to flip it you either need to get it free and/or have a very cheap source for parts as it does need a saddle, stem, bars, brake levers, and then of course new cables and housing to go with that.

Looks like a smaller frame, maybe 53cm. How tall are you?
