Probably the Forte but the reviews aren't very promising for puncture resistance. The Serfas Seca is supposed to have decent puncture resistance so I wouldn't go for lesser protection if yours were cut up. If you have to get a white tire I'd go for GP4000/GP4000s. I personally like Gatorskins or Gator Hardshells. Most 700x25 tires are made in folding versions which are much easier to transport than wire beads.

BTW, you shouldn't have to run more than 90-100psi in 28c tires. I inflate my tires until there's a small amount of deflection loaded down.
