I don't think an 11 tooth freewheel was ever made back in the day. 12s were rare. Most ran a 13-18 6 speed or a 13-21 7 speed.
I'm pretty sure you're right.
I never had a 13-18 though, with the "yeah the cog is smaller than the large flange hub" large cog.
