For a SS/Fixed commuter I would consider building a Surly Cross Check frame, it's a very nice frame to add racks, fenders and everything you'll need and you have the option of turning it into a geared bicycle in the future if you ever want to. It does have a rather short headtube as far as I can tell so it should give you that little aggressive position.
