Any idea what year my Andre Bertin Vitus 979 is?

A friend gave it to me last year because he was moving out of the country. He said he had cobbled together the bike with random parts. It currently has Scott drop bars, Shimano 600 components, a NISI front rim, and a Mavic rear rim. It has a few scratches and dings here and there, but overall it looks great.

I love how the bike rides, but need to do a bit of work to it before spring gets here. Any suggestions on swapping out the handlebars to something a bit more period correct?
