Yes. To the OP: In addition, I think Brooks' cause this if the butt slides forward off the wide part of the saddle. The sliding can be because the saddle is too far back, and/or the saddle needs an uptilt. Perineal rubbign can also be the result of a saddle too high, so that your pelvis rocks side to side excessively. Finally, uptilt can cause perineal contact. It takes care to get all these correct, and it just might not be possible for you.
