In my recent daily experience on the mostly unlit Cedar Lake trail in Minneapolis (winter) I would say almost all the joggers and most peds now use some sort of lighting and/or reflective clothing. Which is great. I see group runs going with 8-10 headlamps and tail lamps bouncing down the trail, it's kinda cool looking. It's winter so if you are out there you are probably not a novice and no matter what you are doing lighting is important as surface conditions can be very icy or at least changing from day to day.
To the OP, that guy who stopped you can go F himself. IMHO I understand the urge to do the water dump but I don't agree with actually doing it. 2 wrongs.... you know.
