It IS cheezy chrome, its a road-master, remember? I use a lot of chrome wheels of this type on mutant bikes because they are strong and cheap, and unfortunately the chrome is about as cheap as chrome gets. I always start with the least abrasive method I can find, and then work up as the severity increases.

The sanding comment was in regards to the brake pads, not the rim, sorry if I was unclear. I suggest lightly sanding the brake pad to remove gunked on wax or lubricant, not sanding the braking surface of the rim.
