If I had to build up a bike frame as I aquired parts, I'd do it in the following order:

Fork and headset
Seatpost and saddle
handlebars and stem
crank and bottom bracket
wheels
derailleurs
cassette and chain
shifters
brakes
pedals

Nothing sacred about this order but it will allow installation of the next part as you get it.
