Ah, your crazy "C&V" bike. The frame looks like someone sprayed the bike with silly string before clearcoating it.
for the price this frame has one heck of a paint job. over the years it has been built for distance, commuting, racing, time trials, and training. despite all of this the paint is still in remarkable shape. i would have liked to of seen the process they used to apply the silly string.
