I can understand the concern about the many cases where those guilty of negligent driving are only given minor citations even after their actions cause the death of others, but that doesn't appear to be the case here since the driver has been charged with vehicular homicide. He was out on bail since our judicial system considers the accused to be innocent until proven guilty at a trial and reasonable bail is a fundamental right under the 8th amendment of the US Constitution - and prior to that under English law dating back to the 1600s.

Without the right to bail it would be very difficult for many people unjustly accused of crimes to gather evidence that might exonerate them at their trial.
