Not sure what the answer is.
Early on approach, look as far down the path/road the ensure there are no hazards. As you approach the other cyclist/motorist, use a helmet with a visor so you can block the light from your eyes while still seeing the right side of the path/road. Works for me with cyclist and motorist.
