I bet volume is lighter, probably because half the population is banned from driving. Women are not allowed to operate cars there. Women are not allowed to ride bicycles there either, so if you're female you're out of luck if you're thinking of going there to bike commute. Or going anywhere out of your house with being escorted by a male relative. Or vote. Or have basic human rights and crazy things like that.
