There are no stock frames by the major brands with that kind of proportions. I don't know anything about the Nashbar frame, though. You may need to get a custom frame.

Just curious--what are your leg length and total height? Generally, the moderately lanky (legs falling just short of 50% of total height) can ride stock frames with accommodations and careful selection. Lester (above) obviously falls outside of this range and should be commended for his adaptability. Of course. many steel bikes, especially those from the late '70s to early '80s (pre Hinault and LeMond), had proportionately shorter top tubes.
