Yeah, an adapter claw is basically a generic derailleur hanger and should come with the hex bolt and shoulder nut included.

Shimano still makes a couple models of Tourney RD's with integrated claws and your LBS may have older models as well. None of them are particularly expensive but any would be perfect for city bikes. What did you have in mind that you didn't want to go that route?
