Why does Chris Hoy need so much upper body mass?

Can't argue with the results, but just curious why Chris Hoy needs so much upper body mass. Yes, he's a sprinter, and I understand the legs, but is he really pulling up on the bars that much? And why would he need those big pecs and lats as well?
