The tourist bars are different on that bike but I set up a similar frame (Basso) that was as a single speed commuter. DeBernardi made (makes still?) good quality steel frames and the drivetrain is high quality. If you're looking for a commuter I'd say check it out at least and if you like it, go for it.

Btw, the tourist bars take some of the fit issues out of play as saddle to bar drop and stem length and etc are not an issue. Is the frame tall enough for you or is it too tall?

Shoul you offer less? Never hurts to try especially if you have cash to wave under the seller's nose but if it's clean that's a decent price.
