Frame and many components predate 2005, that's just when the CL poster purchased the bike.

I'd take a close look at where the paint's bubbling. Is it serious cancer or just a couple of spots that could use a sanding and touch up?

I'd try to get it for $400 and put some thumbshifters on if I was gonna roll with those bars.
