Goes to show there's a marked difference, which, we are all aware, between what's "legal" and what's expected. For instance, it is technically
illegal (here) to ride on the shoulder in any case but it is normally expected, in most every case: that a cyclist should do so if one is available.
But it's "legal" that matters is in court.
