Does the upper headlug look as if it was massaged a few degrees downwards when the frame was built?

I'm sure I wouldn't be able to spot the headlug manipulation you're referring to, you'll have to check it out in person some time. Another oddity is the wheel set, the rear is a steel S-6 strung to a Campy hub (maybe the original hub?) Brake slot have been filed to the max, and just reach the rims. I'm guessing it was modified for someone who needed a little extra cushion in back

I call it grab now, study later. Most scoopers out there have very little imagination, so the ability to read between the lines, spot some good features, and willingness to perhaps waste some time and gas is required. A well written ad for that bike, with good pics, and a reasonable description (just the word Paramount would have been more than enough), around here, it would have lasted 15 to 30 minutes tops.
Well said, and I was pretty surprised it didn't get sniped while I was driving, the other photos were a bit of a giveaway to me. You can actually see the 531 decal, though it could just have easily been a bike shop decal.
At any rate, I'm pretty happy with it, the last cheap Paramount I found was about 5 years ago, and I didn't buy it.

She was a sweetie, but not for sale. The owner had some nice chickens too
