Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

The tube diameter is almost certainly 34.9 (aka 35) mm so if the clamp won't close completely I'd "customize" with a file as you propose. BTW, have you tried an different derailleur or a 34.9 mm adapter clamp to see if they fit?
