I have a 33in chest and have similar problems. There are a few Euro brands that make very small jerseys but they tend to be a bit short at least at my height (5'8.5"). Maybe have a look at Mavic, Santini...

Currently I'm wearing my club's stuff which is size '0' or '40' Euro (XXXS British apparently!) from an Italian maker. I also have one custom jersey with a 30" chest for a very tight race fit and an extra long cut for my height.

For bibs I wear Santini XS which I get from here. They also sell various jerseys that might work for you.
