Definitely don't sand the entire rim, that's not necessary. Looks like a minor ding. I'd just deflate the tire (to make sanding easier) then carefully sand the burr flat with coarse sandpaper or a small file.

You could leave it alone but it will be annoying and probably wear out your brake pads a lot faster. Given that the fix is maybe 2 minutes worth of work I'd just do it.
