Bikes: Globe Roll 1

Local bike shop said a 15t cog would be better than a 48t chainring. Will 2 teeth smaller on a rear cog make that big of a difference? I assumed the 48t chainring would have been better with 6 more teeth. I don't understand how the gear ratios work, i just wanna go faster instead of spinning like crazy and not picking up more speed.
