Ok, I didn't see all the extras.
If you plan to use all that stuff $400 might not be a bad price as long as the bike fits you. No pictures in the ad, so you're on your own there. If it's a size large (assuming 41.3cm is a typo) I would expect it to fit you.

Once you buy/sell enough bikes you can eyeball the size. The Lemond is probably about a 62cm, best for someone over 6'. I could ride it at 5'9" but I have long legs and I generally stick to 56-57cm bikes. A rule of thumb: if you had the saddle at the level it's at in the photo, the bike is too tall for you.

Low end components, or even more so just the MSRP. In 2001 Schwinn was bought out by Pacific Cycles (Walmart) and now produce everything from total junk to decent bikes.
Lemond on the other hand started out making mid-high end bikes. The bike you posted is from that era, so I was assuming it is at least a decent ride for the money even without knowing specifically which model it is.
