When I took out the cones on a Sansin front hub, out comes 10 ball bearings on the right 11 on the left. At first I thought I dropped one. So when I put the bearings back both sides looked full with 10. If I pop in the 11th on either side it would not lie properly. When I replace the cones the axle seems to be well supported. I have the "extra" bearing not sure how I got it.
Make sure you carefully inspect the cones. It would be lucky if there was no damage caused by having too many bearings for any significant length of time.
