If LT is more or less similar to my observed max then that would mean an average HR of around 130 for me which would be pretty low effort - like a ride with the kids or something.
You answered your question there.
The bigger question for you is whether or not you need a recovery ride. As other have implied, unless you are training 6-7 days a week with decent volume, you don't need a recovery ride. They're often inserted in training plans as cyclists tend to be obsessive and want to ride every day. A recovery ride is a way of forcing some rest. The problem, as you've observed, is it's difficult to ride slow enough.
In your example, the only downside to riding too hard on your recovery ride would be the negative impact on your next day's training. But since you aren't riding every day it's not a problem. If you care about improving your performance and you don't get out that often you'd get more benefit by doing back to back hard days.
