Yes, to the braking but no to the control. There is a reason mtbs don't come with drops.
You misread my response. The best position for control with drop bars is in the drops. MTB's come with flat bars because you want the most possible leverage in rough off-road terrain. (And because they're largely marketed to newbies who aren't as skilled at bike-handling. )

On the other hand, dirt-drops like the Salsa Woodchipper are getting more and more popular with off-road guys...
