I don't quite understand the kids that think they need ot scrathc off every inch of old glue. Frankly there does not appear to be alot on there anyway. just clean the wheels a bit run a wire brush or coarse sandpaper over the glue are just to clear the dust away. Apply a thin coat of glue and wait a day for it to set. then apply another thin coat wait about 10 min and install your tires.

Did you buy those NISI rims? they will be handy to have on hand to stretch your tires.
