Dutch Builder Gazelle used a ski Tip like bend in the top tube for the tall riders ,
to make an extended head tube .. low until it gets close to the front end.
Others simply extend the head-tube on a sloping TT type.

"decent" 26 by 1.5" slick tires abound , but maybe the high end stuff
